Jeffrey Thomas Rupen (born 1958) was a man whose skull was turned into the Sonoma County Sheriff's Office in Monte Rio, California by a citizen who found it in a location known as "Motorcycle Mountain". The skull had a gunshot wound to the forehead and blunt force trauma was also present.
He was identified in April 2024 by the DNA Doe Project.

Jeffrey was born in North Carolina in 1958 and grew up in Chapel Hill. After high school, he moved to New York City to study Political Science at Columbia University.
His family last heard from him in the early 1980s, when he became estranged from them while residing in New York City. It is believed he later relocated to California and worked as a house painter.
