Jackie Council was a woman whose remains were discovered in South Carolina in 1991. It is suspected she is one of at least three females discovered in the area between 1987 and 1993 killed by a serial murderer; she is the only victim who has been identified. Council was last seen in November of 1986, after dropping her 5-year-old off at school.
